Select "Request a refund"
Choose your reason and select the Hiya Spam Blocker purchase
Refund on Android
Open the Google Play Store
Tap your profile icon → Payments & subscriptions → Budget & history
Find the Hiya Spam Blocker charge and tap Report a problem
